Moving versus reordering
Moving a document into a folder: drag it onto the folder header.
Reordering within a folder: switch the sort to Manual first. Drag does nothing while the list is sorted by name or date — it can't, since the order isn't yours to set.
Pinning
Pin the four or five things people actually ask for. A library where the bylaws are pinned gets asked about the bylaws far less.
